Suspending GCTA a 'criminal offense'

"The failure to executive or implement is a criminal offense."

Former senator Rene Saguisag says the Department of Justice may have violated the Revised Penal Code when it suspended the implementation of the GCTA law. He adds that this should be challenged in court as the executive branch does not have the discretion to suspend it.
