How does the Necromancer's Frozen Colossus compare to Warhorn?

With the new Necromancer skills being announced, we learned that the unique debuff that the class provides is Major Vulnerability via the Frozen Colossus ultimate. This is a very powerful debuff, but just how strong is it compared to the other major group support ultimate Aggressive Warhorn? We'll be comparing the expected damage increase on one Necromancer. We will not be examining the increase from multiple Necromancers (though I will likely do that set of mathematics as well).

We first take a look at maximum possible ultimate generation on a Necromancer support role. This includes Minor Heroism and the ultimate generation passive that Necromancers get. We then figure out the theoretical max uptime on both Major Vulnerability and Major Force. From there, we can now set our ratios up to see how much of a damage increase we can expect from both buffs.

We find that with Major Force (and with our crit damage assumptions), we can expect about a 2.2 percent increase in damage from one Necromancer. With Major Vulnerability, we get a 3.8 percent increase in damage from one Necromancer. This is a pretty hefty boost, even after we consider that Warhorn also provides 10 percent additional resources. It may be worth considering toning this ultimate down to better balance it against Warhorn.

There are two ways to balance this. The first would be to drop the Major Vulnerability from 30 percent increased damage received to 25 percent increased damage received. This would be identical to the sister buff Major Berserk, which gives 25 percent increased damage done. Doing this would result in a 3.1 percent increase in damage. The second would be to increase the cost of the ultimate up to 200 ultimate from 150 ultimate. This would decrease the uptime of Major Vulnerability. Doing this would result in a 2.9 percent increase in damage.

Of course, you can still stack both buffs by having a Necromancer DPS run this ultimate instead! This is the most likely scenario that will happen. However, for Necromancer tanks, there doesn't seem to be a reason to use Aggressive Warhorn as your ultimate when Frozen Colossus provides more damage.
